The FCC’s proposed rules would replace the Obama administration’s 2015 rules that prohibited blocking, throttling and paid prioritization. The new rules would allow internet service providers to do all those things, but just require ISPs to disclose any blocking, throttling and prioritization of content — what some call a “fast lane” — of its own content or a partner’s content for pay or not.
